TCBSBM Regional Vice-Presidents Board Members
The following Board Members have been elected to the board for 2007-2009 school year.
There are five elected officials for this organization. Each member of the board will fulfill a
two year term and abide by the bylaws set by the organization. Regional Vice Presidents
shall be elected by their respective regions and can serve no more than three consecutive
NORTH
- David Tyson – Richardson ISD
CENTRAL
- Larry (Doc) Hawthorne - Hubbard ISD
SOUTH
- George McShan – Harlingen CISD
EAST
- James Keeton – Liberty Eylau ISD
WEST
- James Fuller – Midland ISD
The Regional Vice Presidents shall be elected by the membership from their respective
regions at the Annual Meeting. The five Regional Vice Presidents shall serve as chief elected
officers of their respective regions and shall be responsible for calling regional meetings.
The Regions shall be known as:
North (ESC Regions 9, 10, 11, 14)
East (ESC Regions 5, 6, 7, 8)
West (ESC Regions 16, 17, 18, 19)
South (ESC Regions 1, 2, 3, 4)
Central (ESC Regions 12, 13, 15, 20)

needed in various locations.

Larry (Doc)Hawthorn, was elected as the Central Regional Vice-President at the
2008 Annual Board Meeting. He also served on the Hubbard ISD School Board
for 18 years and has held the position of vice-president and advocacy member.
He was appointed to the Risk Management Fund Board in February 2007.
Hawthorne is currently a Field Regulatory Specialist for ExxonMobile Pipe Line.
JAMES FULLER is a graduate of San Angelo Junior College (Angelo State
University) where he earned an associate’s in arts degree. He earned a
Bachelor of Arts degree from the University of North Texas and a Master of
Arts degree from Texas Tech University.
He has pursued post-graduate work at Texas Tech University and The
University of Texas of the Permian Basin. He is currently the Assistant
Coordinator for Developmental Studies at Midland College.
JAMES ANDREW KEETON has served on the Board for ten years. He served as
Board President ('00-'01) and Board Secretary ('04-'06), Board Vice-President
('05-'06 and '06-'07).
Mr. Keeton earned an Associates degree in Mid-Management from Texarkana
Community College.
GEORGE MCSHAN has lived in Harlingen for over 36 years and was employed
32 years at Texas State Technical College - Harlingen, the last 20 years as
College Dean. In 1988, he was elected to the Harlingen School Board and this
is his 18th year on the board. He has served in every officer position,
including 4 different times as President, currently serving as Vice President
again.
During his tenure, numerous honors have been bestowed on the board, including the
recognition of Best Board in Texas 1993 and Superintendent of the Year 1993. In
1998-1999, he was elected President of the Texas Association of School Boards, its first
African American, and in 2004, he was elected President of the National School Boards
Association, only the second Texan to hold this position in its 66 year history. In 2006, he
was selected to receive the TASB Celebration of Leadership Award which honors school board
members who have made a significant contribution to their community.
DAVID TYSON joined the Board in May 2004. He currently serves as the
Board's delegate to the Texas Association of School Boards, and board
liaison to the RISD Bi-Racial Committee. Mr. Tyson has been designated as a
Master Trustee by TASB.
He has served as board treasurer, representative on the RISD Technology
Committee (CATE) for the 2006 bond package, District Planning Committee,
Rouge, LA.
He obtained a Bachelor’s degree from Dallas Baptist University in 1994 followed by his
Master’s in 1997. Hawthorne is a member of the 2007 Leadership TASB class and a previous
TASB EBJA Trustee. He has served as a TASB Delegate, representing Hubbard ISD, for the
past 11 years at the TASB/TASA Delegate Assembly.
He serves his community as a member of the Hubbard Lions Club and President of the Ruth
Field Civic Club.
